The media like to select words very carefully. Reuters, for example, refuses to use the word 'terrorist' without scare quotes around it.
From this article it seems the word 'surge' is also banned. The 'news' service manages to run an article about a 70% (yes, seventy percent) fall in violence in Iraq since June without mentioning the policy which:
1. President Bush said would lead to a decline in violence.
2. And his critics said would lead to an increase in violence.
