The 78% barrier

It seems that the Iraqi constitution has the support of 78% of the population. That is a remarkably high figure. How many other countries can match it? There are certainly controversial features in the British constitution - the monarchy, the hobbling of the Upper House, the electoral system - which do not have that level of overwhelming consensus.

How about the US constitution? Does it even have the support of 78% of Supreme Court justices?
